DECREE N° 00-630/P-RM OF DECEMBER 19, 2000
ON THE ESTABLISHMENT OF THE MISSION
FOR THE AFRICAN ACADEMY OF LANGUAGES

THE PRESIDENT OF THE REPUBLIC

In View of the Constitution;
In View of Decree N° 00376/P-RM of August 8th, 2000 specifying the organization of the Presidency of the Republic
ORDERS

CHAPTER I: Establishment and Missions

Article 1: An organ called Mission for the African Academy of Languages has been established under
the President of the Republic
Article 2: The Mission for the African Academy of Languages is in charge of preparing the
establishment and the launch of the African Academy of Languages. It shall therefore
undertake all useful consultations at the national, African and international levels,
Article 3. The Mission for the African Academy of Languages shall hold scientific and technical
meetings in order to create the conditions for the:
. harmonisation and the implementation of policies on African languages;
. co-ordination of research activities and the setting up of a consultation framework for
researchers from different countries;
. reinforcement of linguistic cooperation between African States.
Article 4. The Mission for the African Academy of Languages can initiate any activities aimed at the:

• promotion of linguistic research,
• dissemination of research results,
• standardization of orthographies,
  . control of the quality of productions in national languages,
  . archiving and the development of computerized database,
  . modernization of linguistic tools,
  . promotion of languages common to African States,
  . definition of a policy of language organisation for African states.

CHAPTER II: Organization

Article 5: The Mission for the African Academy of Languages is headed by a Head of
Mission appointed by a decree of the President of the Republic. He has the rank of
a Minister.
Article 6: The Head of the Mission for the African Academy of Languages runs, leads,
co-ordinates, and controls all the activities of the Mission.
Article 7: The Head of the Mission is assisted by a team of no more than five Mission officers
chosen on the basis of their competence.
Article 8: The Head of the Mission for the African Academy of Languages can appeal to any
competent physical or moral person or any organisation. He can set up work
commissions.

CHAPTER III: Final Provisions

Article 9 : An instruction of the President of the Republic shall define the organisation
and the functioning of the Mission for the African Academy of Languages.
Article 10: This decree shall be registered and published in the Official Journal.
